Dave Belanger is vice president, Quality and Engineering at Ingalls Shipbuilding. Dave is responsible for the formulation, management and oversight of the division’s quality program as well as all ship design, engineering, integrated logistics support (ILS) and planning yard programs.
Dave joined Ingalls Shipbuilding in 2009 as vice president, Quality and Process Excellence, and since that time, has teamed with his peers in the adoption of processes, procedures and techniques that have enabled significant improvements in quality performance across the company.
Prior to that, Dave was the director of Quality and Technical Services at Newport News, responsible for the administration, maintenance and monitoring of the sector’s quality management system and technical support processes, which included welding engineering, non-destructive test and laboratory services.
Dave joined the Newport News sector in 1985 as an engineer in the Submarine Test Department and has held a number of progressively responsible positions in that organization, including test supervisor and submarine trial director. He also served as program administrator for the Large Scale Vehicle 2 Program and four years as the manager of Quality Assurance.
An active member of the Gulf Coast community, Dave serves on the board of directors for the Boys & Girls Clubs of Jackson County and is the executive sponsor for the company’s Hispanic Outreach and Leadership Alliance (HOLA).
Dave earned a bachelor’s degree in mechanical engineering from Rensselaer Polytechnic Institute. He has a master’s degree in engineering management from The George Washington University, and a master’s degree in systems engineering from the University of Virginia. He resides with his wife Vicki in Mobile, Alabama.
