As Vice President of Contracts and Pricing for Ingalls Shipbuilding, Don Perkins is responsible for all aspects of Ingalls contracts and estimating & pricing functional departments. Under his leadership, his organization is responsible for contract administration, proposal formulation, estimating, pricing, negotiations, contract awards and change orders, as well as management of contractual risks and mitigation strategies.
Don has more than 35 years of experience in U.S. Government contracting and business management including business capture, management of major system development contracts and managing Contract and Subcontract organizations.
Most recently he served as the corporate director of Contracts for Northrop Grumman Corporation where he was responsible for the leadership and oversight of contracting activity across Northrop Grumman’s four sectors; Aerospace Systems, Electronic Systems, Integrated Systems, and Technical Services.
Prior to that, he held various contract, subcontract, and program management assignments at Northrop Grumman Electronic Systems and Ship Systems sectors, as well as General Dynamics Bath Iron Works.
Don holds a Bachelor of Science degree in Business Administration from Southern New Hampshire University. He currently serves as the chair of the Procurement Techniques Committee for the Aerospace Industries Association, and is also a member of the National Contract Management Association (NCMA) and the National Defense Industrial Association (NDIA).
