Ingalls Shipbuilding Small Business Office

The Socio Economic Business Program (SEBP) acts as a liaison for prospective companies interested in providing goods and/or services to Ingalls Shipbuilding. Any supplier interested in conducting business with Ingalls should contact the SEBP as a first step in their efforts. The Small Business Liaison Officers (SBLO) will assist you during the qualification process. Ingalls Shipbuilding is committed to offering maximum practicable opportunity for all business concerns where there are subcontracting opportunities.
Companies interested in doing business with Ingalls Shipbuilding must complete a Supplier Information company profile. Additional information concerning the SEBP is located at How to Do Business with Ingalls Shipbuilding.

Ability One – Procedures for implementing the Javits-Wagner-O-Day Act (41 U.S.C. 46-48c) and the rules of the Committee for Purchase from People Who are Blind or Severely Disabled (41 CFR Chapter 51) which implements the Ability One Program. FAR 8.7.

Alaskan Native Corporation – Any Regional Corporation, Village Corporation, Urban Corporation, or Group Corporation organized under the laws of the State of Alaska in accordance with the Alaska Native Claims Settlement Act, as amended (43 U.S.C. 1601, et seq.) and which is considered a minority and economically disadvantaged concern under the criteria at 43 U.S.C. 1626(e)(1). This includes ANC direct and indirect subsidiary corporations, joint ventures, and partnerships that meet the requirements of 43 U.S.C. 1626 (e)(2). DFAR 252.226-7001 and FAR 52.226-1.

“Indian Tribe” means any Indian tribe, band, group, pueblo, or community, including native villages and native groups (including corporations organized by Kenai, Juneau, Sitka, and Kodiak) as defined in the Alaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.) that is recognized by the Federal Government as eligible for services from the Bureau of Indian Affairs in accordance with 25 U.S.C. 1452(c). This definition also includes Indian-owned economic enterprises that meet the requirements of 25 U.S.C. 1452(e) and FAR 52.226-1.

Economically Disadvantaged Individuals – Includes Black Americans (U. S. citizens), Hispanic Americans (U.S. citizens whose ancestry and culture are rooted in South America, Central America, Mexico, Cuba, The Dominican Republic, Puerto Rico, Spain or Portugal), Native Americans (American Indians, Eskimos, Aleuts and Native Hawaiians), Asian-Pacific Americans (U.S. citizens whose origins are from Japan, China, the Philippines, Vietnam, Korea, Samoa, Guam, Laos, Cambodia, Taiwan or the U. S. Trust Territories of the Pacific, Northern Marianas), Subcontinent Asian Americans (Asian Indians – U.S. citizens with origins from India, Pakistan, Bangladesh, or Sri Lanka), and any other individual/concern currently certified for participation in Section 8(a) of the SB Act by the U.S. Government.

Economically Disadvantaged Women-Owned Small Business Concern (EDWOSB) – A small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.

Foreign Owned Concern – A business whose basic contractual and legal responsibilities for its operations reside outside the United States, its territories and possessions. A business located in the U.S. that has a foreign parent company make a significant contribution to the U.S. economy through payment of taxes and/or use of American products, material and/or labor can be considered counted as a large or small business or a small business concern.

HBCU/MI –

  • Historically Black College University (HBCU) – means an institution determined by the Secretary of Education to meet the requirements of 34 CFR 608.2. For the DoD, the NASA, and the USCG, the term also includes any nonprofit research institution that was an integral part of such a college or university before November 14, 1986.
  • Minority Institutions (MI) – Institutions meeting the requirements of paragraphs (3), (4) and (5) of Section 312(b) of the Higher Education Act of 1965 (20 U.S.C. 1058). The term also means any nonprofit institution that has been an integral part of an HBCU before 14 November 1986.

HUBZone – An area that is located in one or more of the following: a qualified census tract (as defined in section 42(d)(5) I (i)(I) of the Internal Revenue Code of 1986); a qualified “non-metropolitan county” that is: not located in a metropolitan statistical area (as defined in section 143(k)(2)(B) of the Internal Revenue Code of 1986), and in which the median household income is less than 80% of the non-metropolitan state median household income; or that based on the most recent data available from the Secretary of Labor, has an unemployment rate that is not less than 140 percent of the statewide average unemployment rate for the State in which the county is located; or lands within the external boundaries of an Indian reservation.

  • A concern may be determined by the SBA to be a “qualified HUBZone concern” if; it is located in a “HUBZone”, it is owned and controlled by one or more U.S. citizens and at least 35% of its employees reside in a HUBZone.

HUBZone Small Business – Must be certified by the U.S. SBA in order to be a “HUBZone concern”. It must be located in a HUBZone. It must be owned and controlled by one or more U.S. citizens, and at least 35% of its employees must reside in a HUBZone area. As used in a contract – “HUBZone small business concern” means a small business concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. FAR 52.219-8.

Service-Disabled Veteran (self certified) – Means a small business concern – not less than 51% of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by one or more service-disabled veterans; and the management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). FAR 52.219-8.

Small Business (self certified) – A concern which is independently owned and operated, is not dominant in the field of operation in which it is bidding on government contracts and, when combined with its affiliates, can further qualify under the criteria set forth in FAR 19.102, Size Standards: generally less than 500 employees but can be as many as 1,500 depending on the type of business (including all divisions and affiliates). FAR 52.219-8.

Small Disadvantaged Business (self certified) – A firm meeting the following criteria means a small business concern that represents, as part of its offer that:

  • It has received certification as a small disadvantaged business concern consistent with 13 CFR Part 124, Subpart B;
  • No material change in disadvantaged ownership and control has occurred since its certification;
  • Where the concern is owned by one or more individuals, the net worth of each individual upon whom the certification is based does not exceed $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
  • It is identified, on the date of its representation, as a certified small disadvantaged business in the database maintained by the Small Business Administration (SAM). FAR 52.219-8

Veteran-Owned Small Business (self certified) – A SB concern that is at least 51% owned by one or more veterans (as defined at 38 U.S.C. 101 (2)) or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by one or more veterans and the management and daily business operations of which are controlled by one or more veterans. FAR 52.219-8.

Women-Owned Small Business (self certified) – means a small business concern that is at least 51% owned by one or more women, or, in the case of any publicly owned business, at least 51% of the stock of which is owned by one or more women; and whose management and daily business operations are controlled by one or more women. FAR 52.219-8

As a note, Ingalls Shipbuilding encourages all suppliers to register their businesses in Central Contract Registration (CCR). The Ingalls Supplier Information Form questions are similar to those required when completing a CCR registration.
